Overall Objective

This project aims to characterize and analyze the decision-making process of diverse stakeholders in response to the sunken and displaced vessels resulting from hurricane events, focusing on activities in support of Emergency Support Functions (ESF) 3 and 10. These activities include those that have direct relevance to the Federal Emergency Management Agency (FEMA) Mission Assignments, as well as those that are taken under the Oil Pollution Act of 1990 (OPA90) or associated with Congressional appropriations or other supplemental funding activities. This pilot project will be limited to the State of Louisiana and the 2020 and 2021 Hurricane seasons (primarily focused on Hurricanes Laura in 2020 and Ida in 2021). Hurricane response related to sunken and displaced vessels often involve a myriad of organizations across federal, state, and local levels of varied missions, responsibilities, and priorities. Effective coordination among these stakeholders is of vital importance to facilitate ESF 3 and 10 activities.

Webinar

This virtual event, hosted by NOAA’s Office of Response and Restoration (OR&R) Disaster Preparedness Program (DPP) and the University of New Hampshire’s Coastal Response Research Center (CRRC), will provide the opportunity for interested participants to hear the key findings from the Sunken and Displaced Vessels stakeholder interviews.

The webinar will include preliminary analyses of stakeholder roles, identified challenges, and opportunities for improved coordination related to sunken and displaced vessels, with Louisiana used as a case study. This is the first step in identifying, adopting, and promoting best practices for future post-disaster planning and response to sunken and displaced vessels in Louisiana and nationwide.

Future Events

An in-person workshop (Date TDB) will be held after the conclusion of the 2022 hurricane season. More details will be available at a later date.
